The regional (or) state Hluttaws should not be elected under a proportional representation (PR) system in the upcoming elections planned in Myanmar, said some ethnic parties to CNI News.
According to the Sixth Amendment to the Election Law, the regional (or) state Hluttaws will be elected through a proportional representation system, while the Amyotha Hluttaw will be elected through a first-past-the-post (FPTP) system.
The regional (or) state Hluttaws should be elected through the first-past-the-post system (FPTP) instead of proportional representation (PR), U Shu Maung, chairman of the Naga National Party (NNP), told CNI News.
"We have 3 townships in Nagaland, Sagaing Region. When forming the regional government, we have to form it with 6 people + 25 percent. If the PR system is implemented, the person who gets the designated minimum percentage of votes will become a member of parliament, so we have to consider whether there will be more members of parliament." he said.
While the PR system was being objected
The Election Law for the Pyithu Hluttaw, the Amyotha Hluttaw, and the Regional (or) State Hluttaws was promulgated on July 29, 2025.
According to the parties, the Union Election Commission and political parties had previously discussed holding the Pyithu Hluttaw through the First Past the Post (FPTP) system, and the Amyotha Hluttaw and Regional or State Hluttaws through the Proportional Representation (PR) system.
Among the three ,Hluttaws, the Amyotha Hluttaw is the only one that is most suitable for proportional representation (PR), and it is not appropriate to use PR for other Hluttaws, said U Li Paw Reh, chairman of the Lisu National Development Party (Dulay Party) to CNI News.
Furthermore, he said that the PR system for the regional and state Hluttaws is against the constitution.
While seeing those who were voting in the election
“We see no benefit in using PR for other Hluttaws without using the PR system for the Amyotha Hluttaw. Using PR in a region or state is not in accordance with the Constitution. The Amyotha Hluttaw is the most compatible with PR. I heard in the past that PR will be used for the Amyotha Hluttaw, and the FPTP for the Pyithu Hluttaw, and the PR for Regions and States. And the FPTP system will used for the ethnic affairs representatives." said U Li Paw Reh.
Senior General Min Aung Hlaing has promised the international community that elections will be held in December 2025 and January 2026, and the country's governance structure has changed since July 31.
Currently, in addition to the National Defense and Security Council and the Union Government, the State Security and Peace Commission has been established to ensure national defense, security, and peace, and to hold multi-party democratic general elections.
