The National Defense and Security Council (NDSC) declared a state of emergency in 63 townships within 10 Regions and States and it seems to militarily target the townships, pointed out military and political analysts.
The National Defense and Security Council announced on July 31, 2025, that a state of emergency has been declared in 63 townships in regions and states in order to effectively maintain regional peace and stability and enforce the rule of law.
According to the current military situation, a separate attack would be carried out within 90 days and he was worried that the military would intensify as the martial law has been declared in 63 townships, Sai Htay Aung, chairman of the Tai Leng (Shanni) Nationalities Development Party, told CNI News.
“The military situation is expected to become tense in the next 90 days. Sint Ku in Kachin State is included in the townships where the martial law has been declared. Villages in Shwegu township are experiencing problems, but Shwegu still is normal. But battles are taking place in a big way in Bhamo. The KIA has captured Mansi and Momauk Towns. I don't know much why Shwegu is included in the townships where the state of emergency has been declared. The 63 townships seem to be attacked separately during the coming 90 days. After the martial law was revoked nationwide, it is declared in 64 townships again. I'm worried that battles will be severe in these townships. So, political framework becomes narrower in these townships." he said.
While a state of emergency was being declared
The townships where the state of emergency has been currently declared are five in Kachin State, three in Kayah State, two in Karen State, seven in Chin State, nine in Sagaing Region, five in Magway Region, three in Mandalay Region, fourteen in Rakhine State and fifteen in Shan State.
The state of emergency will last 90 days.
The declaration of martial law is to bring stability and peace to the regions concerned, U Thein Tun Oo, executive director of the Thayninga Institute for Strategic Studies, told CNI News.
"Martial law is declared to maintain regional stability and security. If those who are armed and fighting against the government in those areas increase their military activities, the damage will be even greater. If they abandon the armed path and are honest, the military damage will be reduced. That will depend on the situation on the ground. If the central government couldn't serve its administrative responsibilities in a region, it wouldn't be able to do its job well there. If a region is free from central government control, there will be chaos in the region." he said.
Chin State
Battles are severely taking place between the Myanmar Tatmadaw and TNLA, AA, KNU, KIA, CNF, PDFs in the 63 townships where the state of emergency has been declared.
Currently, the Myanmar Tatmadaw is launching offensives to Mogok, Kyaukme and Thibaw which have been all controlled by the TNLA while the Myanmar Tatmadaw is waging defense operation to prevent Bhamo from being captured by the KIA.
Similarly, clashes are also taking place between the Myanmar Tatmadaw and armed groups in Rakhine State, Kayin State, Sagaing Region, and Chin State.
